Mark Sheets are under process for students declared passed during pandemic, Tamil Nadu Govt informs Madras HC
During hearing of a plea filed by a student who has been denied admission by a Kerala School in 11th Standard sans 10th class grade certificate/mark sheet, Tamil Nadu Government informed the Madras High Court that state is in process of preparing Mark Sheets for all students who have cleared the 10th Standard during pandemic.
Before the Bench of Justice N.Anand Venkatesh, Government Counsel appearing on behalf of the State submitted that none of the students who have passed the 10th Standard were given the Mark Sheet or Grade Certificate and they were only declared as passed.
Therefore, the Government Counsel sought for some time enabling the respondents to complete this process and give the Mark Sheet/Grade Certificate to the student.
Due to the pandemic situation, a policy decision was taken by the Tamil Nadu Government and an order was issue by the State on February 25, 2021, whereby, all the students were declared as passed without providing any marksheet or grade certificate.
The petitioner, Nakshatra Bind, was studying in 10th Standard in a Tamil Nadu school when such order was issue. Thereafter, she shifted to Kerala along with her parents and made an application to join 11th Standard in a school at Kerala.
However, as per the requirements in Kerala, a Grade Certificate or Mark Sheet is necessary for admission in order to assess the merits of the candidate and allot the candidate the appropriate group.
Resultantly, the petitioner was denied admission as the Grade Certificate or Mark Sheet was not issued to any Tamil Nadu student and accordingly, she did not the same.
Thereafter, the petitioner approached the Kerala High Court and filed a writ petition seeking relief.
The Kerala High Court took into consideration of the petitioner’s peculiar problem and considering student’s interest declared that the petitioner should be considered having secured D+ Grade for the purpose of merit-based and management seat admissions and be admitted accordingly.
However, even though she submitted her application before the concerned School Authorities, she is yet to be given admission as the School is still insisting for a Grade Certificate or Mark Sheet, failing which the petitioner will not be allotted any group.
Thereby, she came to knock the door of Madras High court seeking for appropriate directions.
Taking note of the Government counsel’s submissions, court adjourned the matter till October 6, 2021 directing it to be then posted under the caption “immediately after admission.”
