Seems CSC office is not working properly: Allahabad HC directs Govt to install biometric attendance system

During the hearing in a writ petition, the Standing Counsel appearing for the State sought adjournment stating that case filed had not come from the CSC office.

The Allahabad High Court at Principal Bench recently observed that due to late arrival of the employees in the office of Chief Standing Counsel, files were not being sent to the Court in time. 

It seems that the office of Chief Standing Counsel is not working properly, the court noted. 

Therefore, taking a serious view, the bench of Justice Rohit Ranjan Agarwal directed the Principal Secretary (Law) & L.R. Government of UP, Lucknow to introduce the biometric attendance system in the office of Chief Standing Counsel, Allahabad within two weeks from the date of the order. 

The single judge bench pointed out that on last several occasions, case files had not come to the court in time and the matters had to be adjourned due to the fact that the files of the Standing Counsel were not with them. 

Court stressed that it appeared that this was happening because the employees at the office of Chief Standing Counsel were not coming in time although the Standing Counsel were there in time. 

It has also come to the knowledge of the Court that some of the employees from the office of Chief Standing Counsel are outsourcing staff who are bringing file to the Courts and are reaching office late in time, court further highlighted. 

Therefore, stressing the need for a biometric system for attendance of employees in the office of Chief Standing Counsel (CSC), court asked the Advocate General, UP to take necessary action for smooth and proper working in the CSC office, Allahabad.

The order was passed in a writ petition, wherein, the Standing Counsel appearing for the State made a prayer for adjourning the matter on the ground that his file had not come from the CSC office.

During the hearing, it came to light that by 11 am, most of the files from the CSC office of had not reached the courtroom. 

Therefore, passing the order, the single judge directed the Principal Secretary (Law) & L.R. Government of UP to ensure that files of each and every matter listed in the Court reach by 10.00 AM when the Courts start their judicial work.

Court posted the matter for further hearing on January 16, 2023 while ordering the Principal Secretary (Law) to remain present in the Court on that day to apprise it of the steps taken for implementation of the new attendance system.
