Plea In Supreme Court Seeks ‘Door To Door Covid-19 Vaccination’ For Elderly, Differently Abled, Less Privileged, Weaker Sections

A plea has been filed in Supreme Court seeking ‘door to door Covid-19 vaccination of all the citizens residing in India, particularly for those who are elderly, differently abled, less privileged, weaker sections etc. and those who are not capable to do their online registration for getting the vaccination.

The Covid -19 vaccination shall muster on the principle of ‘We are as strong as our weakest link’ and deprivation of the vaccine to even a single person, for any reason whatsoever, would be detrimental in the larger public interest. There is no denial that India is a ‘Welfare State’, which believes in accepting its liability towards securing public welfare and to sub-serve the interest of all its citizens.”, the plea states.

It has been argued that  door to door vaccination of elderly, disabled and others incapable of approaching the vaccination centre would ensure covering of rural and remote areas and further prevent oppression of under-privileged people in the society. 

The plea preferred by an association of public spirited, young & vigilant lawyers of India, Youth Bar Association & filed through Advocate on Record Ms Manju Jetley states that the procedure for registration for vaccines and the price of the vaccine is exorbitant & incapability of every citizen to bear the cost of the same would repeal all the efforts of the government for making India CoVID free. 

Our country has the second largest population in the world with an immense chunk of it uneducated, poor and socially not accepted people in the society is suffering from a humanitarian health crisis and if awareness, queries and vaccination is not reached to them on time chances are we'll never revive from Covid-19 in near future and ending up in a lockdown every few months with every new mutation and losing our loved ones and with larger rate casualties.”- excerpt from the plea.

The petitioner has averred that CoVID 19 vaccine being an essential life saving drug is a basic necessity of every person across this country & any lapse by the State in inoculation of Covid vaccine would be a lapse of Central government as there would be a higher probability that failure on the part of the centre to procure the vaccine & distribute it uniformly & universally to public for free would result in adulteration of vaccine thereby leading to grave mis-happening.

In light of the above, apart from providing door to door CoVID 19 vaccination for all the citizens residing in India, particularly those who are elderly, differently abled, less privileged, weaker sections etc. and those who are not capable to do their online registration for approaching the vaccination centre, the plea seeks for issuance of guidelines or formulation of a Standard Operating Procedure (SOP) for immediately giving effect to the functioning of ‘Door to Door vaccination to incapable people at free of cost. The plea also seeks for having a toll free 24*7 portal through for enabling the incapable & under-privileged people to register themselves & for resolution of their queries & doubt in their regional language.
