Advocate Not On 'Roll Of Advocates' Shall Not Be Allowed To Appear, Act Or Plead Unless Granted Leave: P&H High Court

The Punjab and Haryana High Court has recently initiated the process of preparing 'Roll of Advocates' practising before it.
Only advocates who are on the roll of advocates will be allowed to appear and plead before the Court, unless granted leave by the Court.
This step of the administration comes from the law prescribed in the Punjab and Haryana High Court Rules and Orders under Rule 3-A Chapter 6 Part B Volume V.
By virtue of this initiation, any party who is to litigate before the Punjab and Haryana High Court has to appoint an advocate whose name appears in the 'roll of advocates' of the High Court.
The notice also states that if any advocate who is not on the High Court's 'roll of advocates' but wants to appear before the High Court, then 'he/she should file appointment along with an Advocate who is on such roll of Punjab and Haryana High Court.'
The notice has stated guidelines that every application for the inclusion in the 'roll of advocates' must adhere to:
"The roll of Advocates shall bear in regard to each Advocate entered, his full name, father's name, passport size colored photograph, enrollment number, date of enrollment, email ID, complete postal address both of residence and office which shall be in Chandigarh or District Mohali or District Panchkula as the case may be.'
The notice also specifies that this Rule 3-A providing 'roll of advocates' shall come into force after notification from the Chief Justice of the Punjab and Haryana High Court and will be prepared and revised periodically under the authority as may be prescribed by the Chief Justice.
The High Court administration has invited applications (with requisite documents) from the advocates practising before it by 12th February 2021 through digital medium on the email address: rollofadvocates.phhc@gmail.com. Furthermore, the hard copy of the same had to be submitted by the applicants within 10 days of the digital submission.
