Synopsis

Court has sought a progress report to the effect as to how many cases have been registered at different police stations of Commissionerate of District Prayagraj and in how many cases the investigation is going on and in how many cases the charge sheet has been submitted and the final report has been filed

The Allahabad High Court has directed the Police Commissioner, Prayagraj to file a progress report before the high court on all cow slaughtering cases registered in Prayagraj district from the year 2019 till date by December 18, 2023.

The bench of Justice Shekhar Kumar Yadav passed the order on December 2 while dealing with the anticipatory bail application of one Saif Ali Khan in a case registered under Sections 3/5/8 of the Uttar Pradesh Prevention of Cow Slaughter Act, 1955.

On November 17, the court had come down heavily upon the Uttar Pradesh Police for its flexible behavior in cow slaughtering cases.

Court had said that whenever an FIR is lodged in such cases, flexible behavior is adopted by the police and the investigation is not completed on time, which is why the crime of cow slaughter is continuously increasing in this state.

"It seems that the police department is not serious in such matters, which directly benefits such criminals and also increases their morale," the same single judge bench had noted.

Therefore, taking a serious view in the matter, the bench had ordered Police Commissioner, Prayagraj to present the complete report before the high court through an affidavit as to how many cases of cow slaughter have been registered in Prayagraj district from the year 2019 till date and how many are under investigation.

In the matter, on November 30, court had directed the Secretary (Home) Government of UP Luckow to appear before the court on December 12, 2023, as the Commissioner of Police, Prayagraj had failed to appear before the court when the case was taken up. However, when the reason for such non-appearance was placed before the court, it found it satisfactory and recalled its order.

Regarding the matter at hand, as per the prosecution, from Khan's possession, 1.5 quintal cow meat was recovered. Court had noted on November 17 that the report of the Forensic Science Laboratory dated 30.09.2019 was also on record in which beef had been confirmed.
