High Court has sought SSC’s reply on a plea filed by 92 candidates alleging arbitrary evaluation and flawed normalisation in CGLE 2024 results

The Delhi High Court has recently issued notice to the Staff Selection Commission (SSC) on a plea filed by candidates challenging the handling of the Combined Graduate Level Examination (CGLE) 2024.

Nearly 92 candidates have moved the court alleging that the SSC’s opaque and arbitrary marking process has led to an “egregious miscarriage of justice” for genuine candidates.

Issuing notice, a Division Bench comprising Justice Manoj Jain and Justice Renu Bhatnagar directed, "Let reply be filed within four weeks with advance copy to the opposite side. Rejoinder thereto, if any, be filed within two weeks thereafter."

The High Court noted that the petitioners had earlier approached the Central Administrative Tribunal (CAT) after the High Court dismissed their first writ petition on April 3, 2025. However, CAT also dismissed their plea, though it made scathing remarks about the SSC’s conduct.

The plea mainly challenges SSC’s decision to award full marks for 19 invalid questions in the CGLE 2024 exam, regardless of whether a candidate answered them correctly, incorrectly, or did not attempt them at all.

The petitions argue that this has given an unfair advantage to candidates who gave wrong answers or skipped the questions. It has also been contended that the normalization method used by SSC was flawed.

It has been further submitted that this practice has harmed candidates who answered the questions correctly. In addition to this, it has distorted the merit list and affected the cut-offs, thereby putting genuine candidates, especially those on their last attempt due to the age limit, at a serious disadvantage.

The matter has been listed for hearing on 28th July 2025.
