[Excise Policy Case] Delhi High Court permits Businessman Amandeep Dhall’s mother and sisters to meet him at AIIMS

Court was hearing an application filed by Dhall seeking permission for his mother and sisters to visit him at the hospital where he is undergoing treatment

The Delhi High Court on Wednesday allowed mother and two sisters of businessman Amandeep Singh Dhall, an accused in cases related to the Delhi excise policy scam, to meet him in AIIMS. Dhall is currently undergoing treatment at AIIMS.

The court was hearing an application moved by Dhall seeking permission for his mother and two sisters to meet him at the hospital.

The bench of Justice Dinesh Kumar Sharma allowed Dhall’s mother and sisters to meet him at the hospital during the specific meeting hours.

“The petitioner’s mother and sisters may also be allowed to meet him during the specific hours during the day i.e. 11 am to 12 pm and 4 pm to 5 pm, while the petitioner is undergoing treatment at AIIMS”, the court ordered.

While granting permission, the single-judge bench noted that the counsel for ED and CBI stated that an appropriate order may be passed, however, it should not be violating the discipline of the hospital.

“In view of the submissions, let the mother of the petitioner meet him daily during the meeting hours as prescribed earlier and the two sisters be allowed to meet on alternative days. However, the Jail superintendent must ensure that all the members of the family may not meet the petitioner together”, the court said.

Accordingly, the court disposed of the application.

Notably on September 4, the high court had granted interim bail to Dhall, lodged in jail in cases related to the Delhi excise policy scam on “medical grounds”.

On perusal of the detailed medical report of Dhall, Justice Sharma had noted that he is suffering from various medical issues and needs constant medical supervision and treatment. The judge had said, “Proper and effective medical treatment is a right of every individual” and it includes the petitioner as well who is facing cases being instituted by the CBI and ED.

The court had directed Dhall to be admitted to AIIMS within two days for appropriate medical tests and treatment.

“The petitioner shall remain hospitalised till it is required or advised by the medical board. However, this Court expects from the AIIMS that till the petitioner is reasonably and fully recovered from his ailments, he shall be allowed to remain hospitalised in the AIIMS. During the treatment, he will remain in the custody of the Superintendent Jail”, Court ordered.

Furthermore, court had directed that Dhall shall not be allowed to use any phone.

“However, the wife and children of the petitioner may meet the petitioner for the specific hours during the day i.e. 11.00 AM to 12.00 PM and 04:00 PM to 05.00 PM. The visitors are also not permitted to carry their phones during the mulaqat”, the court had ordered. 

It is to be noted that the court in August had directed that businessman Amandeep Singh Dhall be taken to the AIIMS on Saturday i.e. August 26 for medical examination and treatment.

The trial court recently refused to grant bail to Dhall in both CBI and ED cases related to the excise policy scam. Dhall has also moved the high court challenging the trial court order in the money laundering case related to the Delhi excise policy scam and the same is under consideration before the same bench.
