The Bill was passed through a voice vote. Opposition MPs belonging to the Congress, TMC and DMK created rukus in the house, however, Speaker decided to take the vote, and number of 'Ayes' exceeded the dissent votes.
Union Minister for Agriculture Narendra Singh Tomar tabled the bill, with an objective to repeal the three farm laws -
(1) Farmers' Produce Trade and Commerce (Promotion and Facilitation) Act, 2020;
(2) Essential Commodities (Amendment) Act, 2020; and
(3) Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Act, 2020.
These laws were enacted by the Parliament in September 2020. Thereafter, In January 2021, the Supreme Court has stayed the implementation of these laws until further orders.
The stay was implemented to facilitate a process of negotiation between the Centre and the protesting groups. The Supreme Court had also constituted a committee to hold the talks, however, farmer unions' leaders had boycotted the committee.
