National President of Akhil Bharat Mahasabha, Swami Chakrapani has filed a petition before the Delhi High Court against the sudden withdrawal of ‘Z’ security provided by the Government to Chakrapani and downgrading it to ‘X’ cover without giving any reasonable case  leaving the life, limb and property of the petitioner in danger in view of the constant threats received from global terrorist Dawood Ibrahim and his henchman Chota Shakeel.

The petition filed through Advocate Rajesh Raina submits that the ‘Z’ security to Chakrapani continued till September 23 when again all of a sudden without any prior intimation the security was downgraded to ‘X’ level without any threat perception assessment by the Respondents.

The matter was listed before the single Judge bench of Justice Rekha Palli who has listed the matter for next hearing on October 5.

Counsel appearing for Chakrapani today submitted before the Court “I have been receiving threats from Dawood Ibrahim and Chhota Shakeel. I had been granted z security from 2015 which has been reduced to X security. On September 4 I received a threat from Dawood Ibrahim that they will kill me in the same manner as they killed Kamlesh Tiwari.”

Counsel appearing for Delhi Police however submitted that some sensitive information has been received for which further investigation is required.

In view of the submissions made by Delhi Police the Court adjourned the hearing.

It has been submitted that the downgrade of the security was done despite the fact that the petitioner had received fresh threat through an anonymous letter by post on September 4, 2021 whereby he has been threatened to be eliminated as they have killed Kamlesh Tiwari in the past.

Chakrapani has submitted that it is evident from the letter that the threat extended to the petitioner is grave and serious and anti-national and anti-social elements may execute their plans at will at any time and withdrawal of the security is without any application of mind and any assessment of threat perception.

Chakrapani has said that he has made two representations to the Home Minister and the Commissioner of Police, Delhi requesting them not to downgrade the security, however no response has been received till date.

In view of the recent threat, Chakrapani has sought a direction to the Government to immediately provide and restore the full ‘Z’ level security to the petitioner and further provide better and adequate security in the light of the lingering threats to the life of Chakarapani from global terrorist Dawood Ibrabhim and Chota Shakeel as well as his henchmen.
