India Slams Pakistan at UN Over Civilian Protection, Cites Terror Links

India strongly criticised Pakistan at the United Nations Security Council (UNSC) during an open debate on the protection of civilians in armed conflict, accusing Islamabad of sponsoring cross-border terrorism and exploiting civilian cover for terror activities.

India’s Permanent Representative to the UN, Ambassador Parvathaneni Harish, condemned Pakistan’s consistent pattern of using civilians as shields to advance terrorism. “A country that makes no distinction between civilians and terrorists has no moral standing to speak on the protection of civilians,” he stated, citing Pakistan's glorification of terrorists, including recent tributes by top state officials to militants killed in Operation Sindoor.

Mr. Harish also accused the Pakistani army of deliberately targeting Indian border villages earlier this month, highlighting a long history of Pakistan-backed violence, from the 26/11 Mumbai attacks to the April 2025 massacre of tourists in Pahalgam; "First, India has experienced decades of Pakistani sponsored terrorist attacks across our borders. This has ranged from the horrific 26/11 attack on the city of Mumbai to the barbaric mass murder of innocent tourists in Pahalgam in April 2025. The victims of Pakistani terrorism have been predominantly civilians, since its objective has been to attack our prosperity, progress and morale. For such a nation to even participate in a discussion on protection of civilians is an affront to the international community".
