Really thankful to Justice Kaul for his observations on "truth and reconciliation commission" in Article 370 verdict: Attorney General

Justice Kaul has added to the beauty of this court, further said AG Venkataramani.

The Supreme Court today held a ceremonial bench for Justice Sanjay Kishan Kaul who is to retire on December 25, 2023.

Justice Kaul was appointed as a Judge of the Supreme Court of India on February 17, 2017.

Attorney General R Venkataramani in his sendoff address before the ceremonial bench today, appreciated Justice Kaul for his observations in the separate view penned by his lordship in the Article 370 verdict.

"Justice Kaul's Article 370 judgment correctly captures the essence of that time and his observations on creation of a truth and reconciliation committee will truly go a long way...", AG said.

The AG further said that Justice Kaul's judgment also articulates how to bring about the healing that is required. "I am sure that, that came to you not only because you belong to that part of the country with a long lineage of family over a period of time..", the senior most law officer of the country added.

Another counsel who addressed the court in Kashmiri language, thanked Justice Kaul for his observations on setting up of the truth and reconciliation commission.

Justice Sanjay Kishan Kaul in his concurring but separate judgment upholding the abrogation of Article 370 has recommended the setting up of a commission to investigate and report on the violation of human rights in Jammu & Kashmir since the 1980s.

"In view of the in-roads made globally, and endogenous requests for truth and reconciliation, I recommend the setting up of an impartial truth and reconciliation commission (“Commission”). The Commission will investigate and report on the violation of human rights both by State and non-State actors perpetrated in Jammu & Kashmir at least since the 1980s and recommend measures for reconciliation", Justice Kaul had said.
