Supreme Court asks CESTAT President to ensure that integration of LIMBS software is completed within a month

The Supreme Court on Monday requested the President of the Customs Excise and Service Tax Appellate Tribunal (CESTAT) to personally intervene in the matter and to ensure that all necessary steps are taken in the back office of the CESTAT so that the integration of LIMBS software is completed within a period of one month.

LIMBS aka Legal Information Management and Briefing System is an application which provides legal services to its users. It is a dashboard based system for the user departments on which they can see their legal matters at a glance.

A bench of Justices DY Chandrachud and Surya Kant was informed that the integration of CESTAT with LIMBS Portal is still in progress.

Balbir Singh, Additional Solicitor General further told the Court that CESTAT was presently operating on LAN and, in a short period, it is anticipated that it would migrate to cloud based storage so as to facilitate integration with the LIMBS Portal.

This prompted the Court to request the CESTAT President to overlook the entire process.

Further the court was apprised that on 7 March 2022, a High Powered Committee had been constituted to monitor the progress of implementing IT Based Litigation Management by the CBIC and CBDT.

Thus the court ordered,

"In view of the above development, we direct that the proceedings be listed on 18 July 2022. An updated status report shall be filed."
