Synopsis

The plea has been filed by the former director of AIIMS, Dr P Venugopal alleging nepotism and favoritism in recruitment, order of merit, and seniority of faculty at AIIMS.

The Delhi High Court on Tuesday has been informed that the Central Government will expedite in preparing the list of seniority as directed by the Court in a plea alleging nepotism and favoritism in recruitment, order of merit, and seniority of faculty in All India Institute of Medical Sciences.

A bench of Chief Justice Satish Chandra Sharma and Justice Subramonium Prasad was dealing with an application filed by former Director of AIIMS, Dr. P Venugopal in a petition wherein the High Court had directed ASG Chetan Sharma to prepare a seniority list, strictly in accordance with the provision of Regulation 26, as well as, in accordance with all applicable laws, expeditiously and positively.

The plea was filed through Senior Advocate ADN Rao and Advocate Rahul Mishra in relation to the alleged blatant violation of the applicable rules and norms at AIIMS as well as the continuing practices of nepotism, favoritism and arbitrariness by the authorities at AIIMS. The plea alleged that it is having a catastrophic effect on the preservation and protection of merit at this institution of national importance.

The plea stated, "All such practices being adopted by the AIIMS, while flouting and violating their own rules and norms, with impunity, is not only resulting in the dilution and destruction of merit at this Institution of national importance and lowering its dignity and prestige, but also resultantly having a negative effect on the millions of hapless citizens who are dependent upon the medical treatment at AIIMS for securing their life and health."

Additionally, the plea submitted that despite the directions of the High Court, the authorities at AIIMS have decided to continue to act in brazen violation of the law, thereby establishing and justifying all apprehensions raised by Dr. Venugopal in the writ petition.
