The Single-Judge Bench allowed the Shree Keshav Dharmik Ramlila Committee to hold Ramleela and Dussehra celebration from September 24 to October 5, 2022, in the DDA parks of Kirti Nagar and Tri Nagar.
Justice Dinesh Kumar Sharma of the Delhi High Court on Thursday, granted permission to the Shree Keshav Dharmik Ramlila Committee to hold Ramleela and Dussehra celebrations, in Delhi Development Authority (DDA) parks of Kirti Nagar and Tri Nagar.
The court was hearing petitions moved by the Shree Keshav Dharmik Ramlila Committee, through its President seeking directions to DDA to dispose of their application for granting permission to hold the Ramleela and Dussehra celebration from September 21 to October 10, 2022.
The single-judge bench granted permission to the petitioner society to hold the Ramleela and Dussehra celebration in Maharishi Dayanand Park (Nepal wala Park) in Tri Nagar and Hedgewar Park (Tanki wala Park) at Saraswati Garden in Kirti Nagar from September 24 to October 5, 2022.
Court also directed the two Committees and the respective societies to follow scrupulously all the safety norms and other norms prescribed by the National Green Tribunal (NGT), Delhi Police, Delhi Fire Services, Municipal Corporation Delhi (MCD), and other connected organizations.
Advocate Gagan Gandhi appearing for the Committees contended that the petitioner societies are registered and that the DDA has earlier granted permission to hold the Ramleela and Dussehra celebration in these parks. He further stated that however this year the application for grant of permission is pending since August 25.
On Contrary, the counsel for DDA relying on a Supreme Court Judgment argued that the public park in Delhi cannot be allowed to be used for marriage or any other commercial purpose or for holding Ramleela.
The single-judge bench noted an order dated August 22, 2022, which indicated that the DDA itself reserved the specific sites from September 6, 2022, to October 15, 2022, for these Committees only, so that the specific sites are not booked for any other social and cultural function by any other Organizing Committee through the online mode.
Taking note of the contentions of both the counsels, the Court accordingly, permitted the petitioner Society to hold Ramleela and Dusshera celebrations.
