The Delhi High Court issued notice in a plea seeking a direction to the GNCTD to frame strict guidelines to regulate the distribution of foodgrains and dry ration kits under the "Mukhya Mantru Corona Sahayata Yojana" to ensure that foodfrain is not wasted and is available to the eligible and needy persons amid the second wave of Covid 19 and the speculated third wave.
The division bench comprising Chief Justice DN Patel and Justice Jyoti Singh was hearing a plea filed by NGO Sampurna through Advocate Prashant Rawat.
The petitioner has submitted that the Delhi Government had purchased foodgrains and prepared Corona Kits for distribution to non-ration card holders. The same however has not been distributed and are rotting in various schools and godowns all over Delhi.
The petitioners have thus sought for a direction to GNCTD to distribute the grains and food kits immediately, to frame proper policy for distribution and to take action against officials and persons responsible for the criminal wastage of food grains while the poor and migrant person residing in Delhi is going hungry during the Covid-19 pandemic.
The petitioner has also highlighted the discrepancy in purchasing near to expiry food products by the government and purchasing food products without any assessment of demand, thereby causing huge loss to public exchequer and putting strain on public finances.
A prayer has also been made for a direction to the Union Government to frame guidelines and monitoring system to ensure that no Food Grains etc. should go waste under the PDS & Non PDS Distribution System and a further direction to explore measures and to frame comprehensive policy to mitigate the suffering of Non PDS People and/or Non ralion card Holders.
The petition was argued by Advocate Piyush Beriwal.
The Court while issuing notice in the matter directed the respondent GNCTD to file response in the matter.
