A Plea has been filed before the Orissa High Court highlighting the teacher shortage, lack of basic amenities in Odisha Government run schools, and lack of 10+2 Government Schools.

A Public Interest letter plea has been moved by Social Jurist, an organization of practicing lawyers, before the Orissa High Court highlighting the teacher shortage, lack of basic amenities in Odisha Government-run schools, and lack of 10+2 Government Schools.

The plea filed through Advocate Ashok Agarwal, Advisor at Social Jurist, which is an organisation dedicated to the cause of the common man, particularly children's rights to education and health care, highlighted that almost all State Government run schools only go up to Class X of Class XII, all students passing Class X do not get admissions in Class XI-XII in the Government system because seats available is much lower than that of students passing Class X, resulting in either drop out or enrolling in private schools and paying exorbitant fees.

The plea stated that a team of Social Jurist visited the State run-schools in the district of Balangir and Puri on August 9, 10, and 12, 2022, and found that there is a blatant violation of thousands of students' fundamental right to education, as guaranteed to them under Articles 14, 21, 21-A, and 38 of the Indian Constitution, as well as the provisions of the Right of Children to Free and Compulsory Education Act, 2009. It further stated that all the students are studying in deplorable conditions due to a lack of basic physical infrastructure and a shortage of teachers.

“Besides absence of basic amenities and shortage of teachers in school, the team also found that there is a lesser number of 10+2 Government schools resulting in depriving Class X students to continue their further education,” the plea read.

It further claimed that the government in these years has taken no steps to resolve these issues for students, and to improve the educational quality. The plea suggested that all existing government schools be expanded to Class XII, allowing all Class X students to continue their education in the same school.

The plea also suggested that either new state-of-the-art school buildings should be constructed at the existing location, or the existing schools may be relocated to new premises with school buildings, etc.

Furthermore, the plea sought directions to the Government of Odisha "on the inaction of flagrantly violating the human and fundamental right to education of students".
