[Star Cement Factory Explosion] NIA Files Charge Sheet Against 4 HNLC Terrorists in Meghalaya

Synopsis

On Tuesday, NIA filed a charge sheet against four accused in connection to an explosion that took place on the premises of Star Cement Factory in December 2020.

The National Investigation Agency (NIA) on Tuesday, filed a charge sheet before the NIA Special Court, Shillong against four accused, in connection with an explosion that took place on the premises of Star Cement Factory Colony lane in December 2020.

The case pertains to an explosion that took place behind staff quarters of Star Cement Factory Colony Lane by Hynniewtrep National Liberation Council (HNLC), an Unlawful Association notified under the UA(P) Act,1967.

The investigation has revealed that the explosion was carried out by HNLC terrorists as the owner of Star Cement Ltd did not pay the illegal tax demanded by Marius Rynjah @ Hep Koit, the HNLC's SS Finance cum Socio-Cultural Secretary.

The four accused charge-sheeted are:

  1. Emmanuel Suchen @ Shwa under Sections-120B, 324, 449 of IPC, Sections-3&4 of Explosive Substances Act and Sections 10 & 13 of UA(P) Act.
  2. Bobby Marwein @ Regan Marwein @ Wanbor Khardesaw @ Lung @ William under Section 120B of IPC, sections 6 of Explosive Substances Act, and sections 10 & 13 of UA(P) Act.
  3. Sainkupar Nongtraw @ Deng Deng @ Wadborlang Nongrum @ Wadkupar Nongrum @ Rocky Nongrum under Section 120B of IPC, sections 6 of Explosive Substances Act and sections 10 & 13 of UA(P) Act.
  4. Marius Rynjah @ Hep Koit under Section 120B of IPC, Sections 6 of Explosive Substances Act, and sections 10 & 13 of UA(P) Act.

As per the NIA press release, the case was initially registered on December 13, 2020, at Police Station, Lumshnong, District East Jaintia Hills, Meghalaya, and re-registered by NIA on March 15, 2021.
