Allahabad High Court Expresses Concerns Over Rising Indecent Video Circulations on Social Media, Orders Police Proficiency Enhancement

The Allahabad High Court has expressed serious concerns about the rising circulation of indecent videos on social media and its detrimental impact on society. The bench of Justice Ajay Bhanot emphasized the need for high proficiency in police investigations when dealing with such cases.

"Circulation of indecent videos on social media is a major menace which is degrading our society. It is imperative that the police authorities shall ensure the highest proficiency in investigations," court said.

The court particularly highlighted the "very weak" quality of investigations conducted by the Uttar Pradesh Police in these matters, which could lead to "social collisions."

Court noted that it had already directed the Director General of Police, Government of U.P., Lucknow to adopt immediate measures to remove this deficiency in the functioning of the police force.

"However, it appears that the directions of this Court are not being complied with or there is a failure of the police authorities to make efforts to raise the standards of proficiency in IT related offences," it pointed out.

To address these issues, court directed the Government Advocate to provide a copy of its order to the Director General of Police, Government of U.P., Lucknow to take appropriate steps regarding the following concerns:

A. Poor quality of investigation over the supervision.

B. The poor proficiency of police investigators in regard to I.T.related offences.

Furthermore, the court instructed senior police officials at the district level to ensure quality supervision to enhance the effectiveness of investigations.

The order was passed in a bail application filed by one Suraj, who sought bail after being charged with circulating indecent videos of a woman on social media.

Court noted that although witnesses had reported the circulation of such videos, the State Police had failed to recover the offending content in the case.

The matter is scheduled for the next hearing on November 20, during which the Court has ordered the Superintendent of Police, Jaunpur, to provide an explanation for the police authorities' shortcomings by filing an affidavit.
