CJI BR Gavai Designated Permanent State Guest in Maharashtra Amid Protocol Row
Amid controversy over a recent protocol lapse, the Maharashtra government has designated Chief Justice of India B.R. Gavai as a Permanent State Guest, entitling him to full state-sponsored hospitality, including accommodation, transport, and security during all official visits across the state.
The move came shortly after the Bar Council of Maharashtra and Goa passed a resolution demanding action against officials responsible for the alleged breach in protocol during CJI Gavai’s first visit to Mumbai on May 18 following his elevation.
Under the Maharashtra State Guest Rules, 2004, such a designation mandates formal reception and farewell arrangements, coordinated by senior officials — including the Chief Secretary or Director General of Police in Mumbai, and District Collectors and senior police officials elsewhere.
A March 2022 circular also requires the appointment of a liaison officer to oversee arrangements, a role to be fulfilled by a Group-A gazetted officer from the Law and Judiciary Department in Mumbai, or by officials designated by district courts in consultation with the District Collector elsewhere.
While the controversy triggered sharp reactions from the legal fraternity, the Chief Justice himself sought to play down the issue, calling it a “trivial matter” and urging that a quietus be given. Nonetheless, the state has moved to tighten protocol norms and reinforce decorum for future engagements.
